Nobody was seriously hurt, but traffic was snarled for about an hour after the 6:13 p.m. accident. A dispatcher had no further details on the accident. Henry Frederick Free health tests offered at The Pascack Healthy Heart Program, A Supermarkets and the Sandoz Corporation are cooperating to offer free cholesterol and blood pressure screenings at the Supermarket on Route 59, Nanuet.

Skip Maloney Convention to be discussed Plans for a state constitutional convention will be presented at 8 p.m. today at Clarkstown South High School by Clarkstown North High School graduate and Common Executive Director 'Andrew Greenblatt. Greenblatt's speech is titled "Fighting for a People's Convention," and will examine political reform with an eye towards staging a convention in 1997. A state constitutional convention could provide New Yorkers with an opportunity to change the way they are governed by Albany. Call of Pine Bush and formerly of Rockland, died Wednesday, Sept. 20, 1995, at Horton Medical Center in Middletown. He was 56. He was born Dec. 14, 1938, in Haverstraw to Harry Mead and Genieve Ludwig Call.

He lived in Pomona for 17 years and then moved to Pine Bush. Mr. Call worked as a heavy equipment operator for Clover Leaf Trailer Park in Middletown for 30 years and prior to that at Paul Escavating Company for 10 years. He retired in 1993. He married Mabel Simpson in 1963.

He is survived by his wife; a son, Benjamin H. Call Jr. of Pine Bush; a daughter, Dawn Durand of Pine Bush; a stepson, Henry Cummings of Middletown; five brothers, John Call of Greenville, Joseph Call of Bloomingburg, Gary Call of Burlingham, Larry Call of Milton and Frank Call of Middletown; two sisters, Theresa Wagner and Marie Morgan, both of Warwick; and seven grandchildren. The funeral will be held at 10 a.m. Saturday at the DeWitt Funeral Home, Center Street, Pine Bush.

Burial will follow at Circleville Cemetery in Circleville. Calling hours are 7 to 9 p.m. today and tomorrow at the De Witt Funeral Home, Pine Bush. Samuel Gabel, 106 Longtime Rocklander Samuel Gabel of Haverstraw died Monday, Sept. 18, 1995.

He was 106. He was born in New York City on the Lower East Side in 1889 to Abraham and Lina Samowitz Gabel. The family moved to Rockland when Sam was 16 years old. He spent almost all his life in Rockland. He worked in the familyowned tavern near the brickyards north of Haverstraw, and later in a second tavern on Railroad Avenue in Garnerville.

On Fridays early in the morning, he and his father would drive to the Fulton Fish Market to bring back seafood and 15 bushels of steamer clams, all on crushed ice. They gave the steamers free to their customers and served seafood and turkey dinners for 25 or 30 cents. The Gabel tavern was the first in Rockland to install a television set shortly after World War II so that patrons could watch wrestling matches. Mr. Gabel and his father also enjoyed attending auctions of Army horses at West Point.

Rockland and New York City merchants purchased the horses retired from active service with the Cavalry units. Mr. Gabel gave up driving a car at age 99, but continued climbing a ladder to shovel snow from his roof until he was 103. He never married. He is survived by his nephew, Leonard Gabel; a niece, Sheryl Gabel; and many grandnephews and grandnieces.

The funeral was held at noon yesterday at Hellman Memorial Chapels, State Street, Spring Valley. Burial followed at Sons of Jacob Cemetery in Haverstraw. Lightfoot, 45, of 102 N. Franklin Nyack, was arrested about 5:30 p.m., Tuesday, by town police on an outstanding bench warrant for allegedly stealing electricity. Police said Lightfoot had strung extension cords from her Rockland Gardens apartment to the basem*nt of the building, plugging into a socket in a maintenance room.

Her own electric service had been shut off, police said. The discovery was made by the building superintendent. The misdemeanor charge, theft of services, will be heard in village Justice Barry Traub's court Oct. 5. Lightfoot was released without bail.

Ramapo CRASHES: Two cars collided, and a "No Left Turn" sign crashed into three other cars in a parking lot Monday morning on Airmont Road and Route 59, Ramapo police said yesterday. Justin K. Roerden of Greenwood Lake told police he was Joseph A. Giarratano, 81 Nanuet resident Joseph Giarratano of Nanuet died Wednesday, Sept. 20, 1995, at Good Samaritan Hospital in Suffern.

He was 81. He was born April 23, 1914, in Krebbs, to Vincent and Bessie Valdassano Giarratano. He worked 20 years as a presser in the garment industry. He moved from Brooklyn to Nanuet 18 years ago, after his retirement. He is survived by his wife, Angela Mazzeo Giarratano; a daughter, Beverly Carbonaro of Nanuet; a son, Vincent Giarratano of Pearl River; and three granddaughters.

A Mass of Christian burial will be offered at 11 a.m. Saturday at St. Anthony's Shrine Church, Nanuet. Burial will follow at St. Anthony's Cemetery, also in Nanuet.

Calling hours are 7 to 9 p.m. today and 2 to 4 p.m. and 7 to 9 p.m. tomorrow at the Wyman Fisher Funeral Home, 100 Franklin Pearl River. Lloyd Hale, 64 Piermont lawyer Lloyd Hale of Piermont died Tuesday, Sept.

19, 1995, at Good Samaritan Hospital in Suffern. He was 64. He was born Jan. 18, 1931, in San Francisco, to Arthur William and Jessie Laura Nichols Hale. Mr.

Hale lived in Piermont for 30 years. Previously he lived in Brooklyn Heights and in Vancouver, Canada. He was a self-employed attorney in New York City, specializing in taxes. He retired in 1993 after working 33 years. In 1951 he married Mary Kelbert.

He is survived by his wife; one daughter, Zoe Hale of Colorado Springs, and one son, Asa Hale of Darel Salaam, Tanzania; and three granddaughters. Funeral will be tomorrow and is private. Memorial donations can be made to United Hospice of Rockland, 18 Thiells Mt. Ivy Road, Pomona, NY 10970. Arrangements are being handled by Stevenson Funeral Home in Piermont.

John V. Juliano, 75 Retired attorney John V. Juliano, a former Pelham Manor resident and lawyer, died Sunday, Sept. 17, 1995, in Lawrence Hospital in Bronxville. He was 75.

Mr. Juliano was born June 3, 1920, in the Bronx to Anthony and Mary Romano Juliano. He graduated from Pelham Memorial High School and St. John's Law School. Mr.

Juliano practiced law in the area for 45 years. On Dec. 31, 1956, he married Virginia Naylor in Bronxville. The couple lived in Pelham Manor for about 12 years. They moved to Delray Beach, about three years ago.

Mr. Juliano was a veteran of World War II and the Korean War. He was a member of the Bronx Bar Association and past president of the Northeast Bronx Businessman's Association. He also was a member of the Italian American Club in the Bronx. A brother, James Juliano, died earlier.

He is survived by his wife; a son, John V. Juliano Jr. of Putnam Valley; two daughters, Carol driving westbound on Route 59, entering the right-turn-only lane. Sydney M. Steckel of Suffern told police he did not see the other car and made a left turn.

After the collision, his car pushed onto the curb, knocking down the "No Left Turn" sign. The sign then hit three parked cars. The investigating officer reported a glare from the sun that might have contributed to the accident. Spring Valley CRIMINAL MISCHIEF AND LARCENY REPORTED: A stereo was stolen sometime early yesterday from a car parked at 17 Van Orden police said. A window was smashed to get to the stereo, police said.

The theft was discovered at 6 a.m., and is being treated as criminal mischief and a larceny, police said. AGGRAVATED UNLICENSED OPERATION CHARGED: Geoffrey W. Ball, 19, of 55 Kings Highway, Congers, was charged 12:55 a.m., OBITUARIES Juliano Aaron of Randolph, and Donna L. Juliano of Pompano Beach, three sisters, sephine Erbaio of White Plains, Constance Ricciardi of Yonkers and Augusta Montigelli of Nanuet; and several grandchildren. Carmine T. Moreno, 74 Former Rocklander Carmine T. Moreno of Tampa, and formerly of Blauvelt, died Tuesday, Sept. 19, 1995, at Transitional Hospital of Tampa. He was 74.

He was born Feb. 15, 1921, in New York City to Pasquale and Lucy Federici Moreno. He lived in Blauvelt 36 years, from 1958 until 1994, when he moved to Florida. Mr. Moreno was a plant manager of Star Textiles and Printing in New York City for 30 years until his retirement in 1984.

He served in the Army and was awarded the American Defense Service Medal, the Asiatic Pacific Service Medal and the Good Conduct Medal. On Oct. 5, 1946, he married Frances A. Rohrer. He is survived by his wife; two sons, Thomas C.

Moreno and Frank A. Moreno, both of Tampa; two daughters, Theresa Gannon of Blooming Grove and Eva Rodriguez of West Nyack; a brother, Lew Marino of Flushing; and six grandchildren. Two brothers died earlier, Anthony Moreno of Tuscon, in 1993, and Daniel Moreno of Troy, in 1982. The funeral will be held at 10:30 a.m. Saturday at the George M.

Holt Funeral Home, Haverstraw. Mary Moroney, 77 Legislator's mother Wednesday, Sept. 13, 1995, at Ennis Hospital in County Clare. She Mary Moroney of Ireland died was 77. She was born in 1918 in Doolough, County Clare, Ireland, to Patrick and Ellen Egan Baker.

She married Patrick Moroney of Cahermurphy, Kilmihil, County Clare, in 1936. He died in 1993. She is survived by four sons, Legislator Patrick Moroney of Pearl River, Thomas Moroney of Harriman, Michael Moroney of Brewster and Noel Moroney of Mullah, County Clare; four daughters, Mary White and Philomena Hehir of Ennis, County Clare, Helen Slattery of Waldwick, N.J., and Teresa Whitehead of Westfield, N.J.; a brother, Patrick Baker of Doolough; a sister, Veronica Giordan of Birmingham, England; 28 grandchildren; and seven great-grandchildren. A Mass of Christian burial was held Friday, Sept. 15, 1995.

Burial followed at St. Mary's Church in Mullagh, County Clare. yesterday, with aggravated unlicensed operation, a misdemeanor, police said. Ball was stopped in the middle of the road near 74 Ewing when police said they ran a check of his license plate on a computer and saw that his license was suspended. State police ROBBERY REPORTED: Village police said yesterday they were investigating a robbery in which a man was relieved of $7 in cash late Tuesday night outside a gas station.

The victim had just left the BP at 1 Union Road at 11:57 p.m. when he was approached by a man who grabbed his money and ran off, police Officer Dennis Healy said. The robber wore a hooded sweatshirt. John F. 'Jeff' Snedeker 59 Jets' trainer John F. Snedeker a Yonkers native who tended to the health and conditioning of athletic greats including quarterback Joe Namath and soccer superstar Pele as onetime head trainer for the New York Jets, New York Cosmos and the NBA's Milwaukee Bucks, died Tuesday of esophageal cancer, at his summer home in Bolton Landing. He was 59 and lived in Milwaukee. He lived in Yonkers until after college, then lived in Congers until moving to Milwaukee.

While in Congers he was a lacrosse referee in the Rockland County high school league for about five years. He served as head trainer and during the season the only trainer for the New York Jets from 1963 until 1976, and received a championship ring for the team's 1969 Super Bowl victory. Mr. Snedeker then spent 1977-79 with the New York Cosmos soccer team and 1979-80 through 1989-90 with the Milwaukee Bucks basketball team. He and a partner also ran two sportsinjury rehabilitation clinics in the Milwaukee suburbs since the early 1980s.

He had worked as athletic trainer at the University of Washington in Seattle before joining the Jets when he was 27 years old, becoming one of the youngest trainers in professional sports. "Jeff was an outgoing personality, a bright guy who really knew his job," Frank Ramos, Jets publicity director, said yesterday. "He did a terrific job working with our players to keep them healthy. One of the biggest name players was Joe Namath. Joe had five knee operations.

Jeff worked with him in rehabbing him from those knee operations and getting him ready to play." Mr. Snedeker's daughter Cheryl Snedeker said, "He had great respect for Joe Namath, I know that." Mr. Snedeker received a North American Soccer League championship ring with Cosmos and accompanied the team and Pele on a world tour that included China before it was opened to the West, said his daughter, who lives in Jupiter, Fla. Mr. Snedeker was born in Yonkers on Nov.

10, 1935, to John F. Sr. and Elsie Kramer Snedeker. He grew up in Yonkers and graduated from Roosevelt High School. He received a bachelor's degree in education from thenCortland (N.Y.) State Teachers College in 1957 and a master's degree in health safety from Indiana University at Bloomington.

He married Joyce Lutinski on June 28, 1958, at Bryn Mawr Park Presbyterian Church in Yonkers. He had spent summers in the Adirondacks since childhood and bought a house in Bolton Landing about eight years ago. "He still maintained an interest in professional sports," his daughter Cheryl said, but she added: "He became more interested in doing things outdoors, sailing and doing things that Fill An Empty Place With Flowers. Flowers and fond memories are the best ways to fill the emptiness left in a loved one's home. You supply the memories and we'll send the flowers.

1, 1906, in New York City, to Emery and Mary Stefic Stefanovich. Mr. Stefanovich was a plumber who worked for Local 32B in New York City until 1974, when he retired. He lived in Rockland for three years and in the Bronx prior to that. His wife, Anna Duga, died May 13, 1987.

He is survived by his daughter, Joan Cicchetti of Nanuet; his son, Robert Stefanovich of Nanuet; three brothers, John Stefanovich of Mt. Vernon, Paul Stefanovich of Stormville and Joseph Stefanovich of Emerson, N.J.; and five grandsons. A Mass of Christian burial will be offered at 10 a.m. tomorrow at St. Anthony's Church in Nanuet.
